Adopted in 2019, this legislation is based on substantial public investments until 2027: 3.4 billion euros for the period 2017-2022 and 14.3 billion euros planned for 2023-2027. These efforts aim to reduce carbon emissions in the transport sector, in line with the objectives of the <strong>national low carbon strategy and climate plan<\/strong>.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, since July 2021, the LOM has been strengthened by the <strong>Climate and Resilience Law<\/strong>, which is structured around three main axes:&nbsp;&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Improving transport services<\/strong> and infrastructure for daily journeys;&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Supporting low-emission vehicles<\/strong> via infrastructure such as electric charging stations to reduce the carbon footprint;&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Encourage the adoption of new technologies and innovation<\/strong> \u2013 such as carpooling, solutions for soft mobility and eco-driving.&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">By the way, regarding eco-driving, click <a href=\"https:\/\/www.sofleet.eu\/en\/your-needs\/eco-driving-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a> to find out more.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Fleet renewal obligations with the LOM law&nbsp;<\/h3>\n\n\n\n<figure class=\"wp-block-image size-full has-custom-border\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1000\" height=\"667\" src=\"https:\/\/www.sofleet.eu\/wp-content\/uploads\/2025\/02\/2149146246.jpg\" alt=\"logo of location dedicated to charging electric vehicles\" class=\"wp-image-4759\" style=\"border-radius:20px\" srcset=\"https:\/\/www.sofleet.eu\/wp-content\/uploads\/2025\/02\/2149146246.jpg 1000w, https:\/\/www.sofleet.eu\/wp-content\/uploads\/2025\/02\/2149146246-300x200.jpg 300w, https:\/\/www.sofleet.eu\/wp-content\/uploads\/2025\/02\/2149146246-768x512.jpg 768w, https:\/\/www.sofleet.eu\/wp-content\/uploads\/2025\/02\/2149146246-18x12.jpg 18w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n\n\n\n<h4 class=\"wp-block-heading\">VFE or Low Emission Vehicles&nbsp;<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">To encourage business investment in VFE technology, the average mass-produced VFE by clean vehicle manufacturers <strong>must not be less than their objective<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, the LOM law expressly stipulates that companies must replace part of their vehicle fleet with VFE vehicles. <a href=\"https:\/\/www.sofleet.eu\/en\/fleet-management-2\/evolution-of-the-automobile-market\/\">LOM law impacts trends in the professional automotive market<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example: Many companies implement <a href=\"https:\/\/www.sofleet.eu\/en\/fleet-management-2\/car-sharing-sustainable-mobility-smart-cities\/\">car sharing and sustainable mobility systems<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Private and public companies of <strong>more<\/strong> <strong>of 50 employees and <\/strong>having<strong> more than 100 light vehicles (PTAC &lt; 3.5 tonnes)<\/strong> are required to comply with specific VFE quotas when renewing their vehicle fleet. These quotas are as follows:\u00a0\u00a0<\/p>\n\n\n\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<ul class=\"wp-block-list\">\n<li><strong>10 % from January 1, 2022;&nbsp;<\/strong>&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>20% from January 1, 2024;<\/strong>&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>40 % from <\/strong><strong>January 1, 2027;<\/strong>&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>70 % from <\/strong><strong>January 1, 2030 (<\/strong><strong>against 50 % initially planned<\/strong><strong>).<\/strong>&nbsp;<\/li>\n<\/ul>\n<\/div>\n\n\n\n<h4 class=\"wp-block-heading\">Vehicles concerned and fine&nbsp;<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, vehicles considered \u201cclean\u201d under this measure include:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Electric models;<\/strong>&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Plug-in hybrid vehicles;<\/strong>&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Hydrogen vehicles<\/strong>.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">That said, companies must also annually declare the quantity and type of new vehicles purchased or leased for their business activities. A progressive fine is planned from 2026, going up to \u20ac5,000 per non-compliant vehicle, with a ceiling set at 1,% of turnover.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Financial aid available&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In order to encourage companies to choose methods of <a href=\"https:\/\/www.ecologie.gouv.fr\/loi-dorientation-des-mobilites\" target=\"_blank\" rel=\"noreferrer noopener\">environmentally friendly transport<\/a>, the LOM law provides for a range of incentive measures and financial aid:&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Sustainable mobility package&nbsp;<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Employers can offer their employees environmentally friendly modes of transport for their home-work journeys (carpooling, cycling, public transport) <strong>a sustainable mobility package of up to \u20ac400 per year<\/strong>.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Bicycle tax credit&nbsp;<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Although not directly part of the LOM, companies can benefit from a tax credit equivalent to 25 % of expenses, up to a limit of \u20ac200 per bike per year, for those that provide bikes to their employees. Such a measure aims to <strong>encourage the use of bicycles as a regular means of transport<\/strong>.\u00a0<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Grant for the installation of electric charging stations&nbsp;<\/h4>\n\n\n\n<figure class=\"wp-block-image size-full has-custom-border\"><img decoding=\"async\" width=\"1000\" height=\"667\" src=\"https:\/\/www.sofleet.eu\/wp-content\/uploads\/2025\/02\/29159.jpg\" alt=\"professional who reserves a company vehicle connected to an electric charging station in the company parking lot\" class=\"wp-image-4760\" style=\"border-radius:20px\" srcset=\"https:\/\/www.sofleet.eu\/wp-content\/uploads\/2025\/02\/29159.jpg 1000w, https:\/\/www.sofleet.eu\/wp-content\/uploads\/2025\/02\/29159-300x200.jpg 300w, https:\/\/www.sofleet.eu\/wp-content\/uploads\/2025\/02\/29159-768x512.jpg 768w, https:\/\/www.sofleet.eu\/wp-content\/uploads\/2025\/02\/29159-18x12.jpg 18w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">All or even a large part of the total expenditure incurred for the installation of electric charging stations in company car parks can be <strong>reimbursed in the form of a grant of up to 40 %, up to a limit of \u20ac1,860 per terminal<\/strong>, notably through the Advenir program, up to 30 to 50 %, within the limit of specific ceilings depending on the project. Thus, the amount of the benefit can reach \u20ac1,860 or less. This measure helps make electric and plug-in hybrid vehicles more accessible.\u00a0<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Tax depreciation on electric vehicles&nbsp;<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Companies will be able to benefit from additional subsidies for the <strong>investments in cleaner technologies<\/strong>, both at regional and local level. These aids will make it possible to spread the burden of high costs among several actors, thus reducing the financial burden on the company itself.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Local aid and subsidies&nbsp;&nbsp;<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Various regions and municipalities offer specific advantages for <strong>support the purchase of greener vehicles<\/strong>These aids are adapted to local cases and policies and generally complement national programs.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Preferential rate loans&nbsp;<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Some financial institutions have partnered with the government or regions to <strong>provide preferential loans for the purchase of environmentally friendly vehicles<\/strong>These loans help facilitate initial financing and motivate companies to take the step towards a greener vehicle fleet.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Solutions to support businesses&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">To comply with the <a href=\"https:\/\/www.legifrance.gouv.fr\/dossierlegislatif\/JORFDOLE000037646678\/\" target=\"_blank\" rel=\"noreferrer noopener\">requirements imposed by the LOM law<\/a> and streamline fleet management, businesses need a variety of tools and support solutions. initiative implemented by companies to improve access to transportation for employees, thereby minimizing their overall environmental footprint.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Fleet
